There is another layer, that is, development and maintenance are done by themselves and do not pass on third-party risks.

Commercial software: obvious shortcomings, easy to be bound by manufacturers, poor compatibility, poor customization. With the expansion of the scale, the cost increases obviously, but it is characterized by a short implementation cycle, and the impact of personnel quality on the enterprise itself is far lower than that of self-development, mainly due to the role of product managers and users. For the maintenance of the system, part of the risk can be transferred through business. More suitable for small-scale enterprises, and strive to achieve cloud as soon as possible.
