After the access control policy was added to the Juniper firewall, when the policy was "move to top", it was found that it could not be moved, and a prompt appeared: "Please clean sorting before moving a policy".

Solution: click on the triangle to the right of the project name above the policy list in the web interface, and select "clean sort" in the pop-up menu.
