All tools have the same availability on Windows Server 2008 R2 and Windows2008, except for Netdiag. Although I haven't tested all the tools, there may be some that won't work on R2. But all the tools I've tested work on Windows Server 2008 R2.

Note: Dsa.msc (ADUC snap-in), Adsiedit.msc,Dssite.msc (site and Service snap-in), Dnscmd.exe,Dnsmgmt.msc (DNS snap-in), Dfsutil, and Ntfrsutil can be run in any Windows version. Although Dnscmd and Dnsmgmt need to be installed with DNS and dfsutil needs to be installed with the DFS role, they can also be run directly after installing support tools without the need to install DNS or DFS.
