Today Microsoft released Windows 10 19H2 Build 18362.10012 and Build 18362.10013 system updates, mainly for slow channel users. As a reminder, Microsoft is testing whether these updates can be released with features turned off by default so that they can be turned on through controlled feature deployment. By default, Microsoft has taken the Ahand B test, with some users turning off the function and some users enabling it.

Microsoft explained why there are two versions:

If you use Windows 10 19H2 Build 18362.10005, you will receive an update to Build 18362.10012 today and the feature is turned off by default. This includes the new features mentioned as well as the features of previous versions.

If you are in Windows 10 19H2 Build 18362.10006, you will receive an update to Build 18362.10013, which is turned on by default.

If you are updating the May version with 2019 Windows 10 and are only adding your PC to the slow preview channel for 19H2 updates, it will be a virtual "coin flip" probability as to whether your PC will turn on or off.
