Install apache under windows. By default, apache starts the service with local system permissions, which is too high, resulting in security risks. The steps to start the apache service with normal user privileges are as follows:

Add a normal user apache_user to open the service manager, under the login tab of the apache service property page, select "this user", and then enter apache_user and its password to modify the permissions of the logs directory under the apache installation directory, so that apache_user has full control over it to restart the apache service (if it fails, restart the operating system)
