You can also do this without using menus. On the filter page, just hold down any filter thumbnail for a few seconds. The thumbnail becomes larger, which means it can be moved. You can then drag it left or right to change its position in the list, or drag it up to the "drag to Hidden" area, which temporarily replaces the photo you are editing.
