C:\ Users\ Administrator > set oracle_sid=ora

C:\ Users\ Administrator > emctl status dbconsole

Oracle Enterprise Manager 11g is not running.

OracleDBConsleorcl is started in the service. Restart it.

If OracleDBConsleorcl is not started, you can use the command C:\ Users\ Administrator > emctl start dbconsole
