Of course, you can choose not to upgrade to retain Exchange Server 2016, or Skype for Business's Cloud Voice Mail and Auto Attendant services to replace this feature, but this will still have some impact, third-party PBX systems can only store voice mail in Exchange as attachments through EWS or SMTP. Previously enabled mailboxes will automatically disable UM when migrating to Exchange 2019 (previous voicemails will be converted to email attachments).
