The userAccountControl attribute of the account is 544, which means that the user can use an empty password, which is a security risk.

To solve this problem, you need to manually modify the account attributes, but only if the modified account password meets the password complexity requirements can be successfully modified. You can modify it by using the following command:

Get-ADUser-Filter *-Properties * | where {$_ .useraccountcontrol-eq '544'} | Set-ADAccountControl-PasswordNotRequired:$false
