The terminal (technically the terminal emulator terminal emulator, because the terminal used to be a physical hardware device) is an application that runs in a window on the desktop. Shell is the engine that is visible to you in the terminal window. Popular shell includes Bash, tcsh, and zsh, all of which run in terminals.

Lightweight Xfce desktops provide a lightweight terminal that balances functionality and simplicity. It provides access to shell as expected, and it has easy access to several important configuration options. You can set which characters will be hyphenated when you double-click the text, select your default character encoding, and disable the Alt shortcut in the terminal window so that your favorite Bash shortcut will be passed to shell. You can also set fonts and new color themes, or load color themes from a list of common presets. It even has an optional toolbar at the top to make it easy for you to access your favorite features.
For me, the highlight of Xfce is that it is very easy to change the background color for every tab you open. This is very valuable when running remote shell on the server. It keeps me from making stupid mistakes by letting me know which tab I'm in.

The rxvt terminal is my favorite lightweight console. It has many of the functions of the old xterm terminal emulator, but it is more scalable. Its configuration is defined in ~ /. Xdefaults, so there is no preference panel or settings menu, but this makes it easy to manage and back up your settings. By using some Perl libraries, rxvt can have tags, and through xrdb, it can access fonts and any color theme you can think of. You can set properties such as URxvt.urlLancher: firefox to set the web browser you launch when you open URL, change the appearance of the scroll bar, modify keyboard shortcuts, and so on.
The original rxvt did not support Unicode (because Unicode did not exist at the time), but the rxvt-unicode (sometimes called urxvt) package provided a patch version that fully supported Unicode.
I have rxvt on every computer because it is the best general-purpose terminal for me. It is not necessarily the best terminal for all users (for example, it does not have a drag-and-drop interface). However, rxvt is a simple choice for middle and advanced users looking for fast and flexible terminals.
Konsole
Konsole
Konsole is the terminal for the KDE Plasma desktop and the first terminal I used when I transferred to Linux, so it is my standard for all other terminals. It does set a very high standard. Konsole has all the usual nice features (and some others), such as simple color themes plus profile support, font selection, encoding, detachable tags, renamed tags, and so on. But this can be expected on modern desktops (at least, if your desktop is running Plasma).
Konsole is many years (or months) ahead of other terminals. It can split the window vertically or horizontally. You can copy input to all tabs (just like tmux). You can set it to monitor whether you are muted or active and configure notifications. If you use KDE Connect on an Android phone, this means that when a task is completed, you can be notified on the phone. You can save Konsole output to text or HTML files, bookmark open tabs, clone tabs, adjust search settings, and so on.
Konsole is a true advanced user terminal, but it is also very suitable for new users. You can drag and drop files into Konsole, change the directory to a specific location on your hard drive, paste the path in, or even copy the file to the current working directory of Konsole. This makes it easy to use the terminal, which is understandable to all users.
Try a terminal.
Is your aesthetic view of the dark office and the warm glow of green text against a black background? Or do you prefer the sunny lounge and the soothing black fonts on the screen? Whatever your vision for the perfect computer setup, if you like to communicate efficiently with the operating system by typing commands, then Linux has provided you with an interface.
