There are generally two situations in which this problem occurs.

The first is that you do not configure monitoring after you have installed it (here I temporarily forget whether it is configured after installation)

The second is that listening was previously configured but the system did not write to the listener.ora file (I don't know when to write it here), so you just need to write the configuration parameters in that file.

Solution:

1. Open the listener.ora file

Find the location of the listener.ora file and open it. The directory of my local files is under D:\ app\ iLife1988\ product\ 11.2.0\ dbhome_1\ NETWORK/ADMIN. The file should be found according to the actual situation of your own installation directory. (note: the directory of Oracle10g and 11g does not seem to be the same). The contents of the file are as follows:

We can see from the above figure that I have configured listening, but the error is due to the fact that the address of Oracle is not written to SID_DESC, so we can write it here.

2. Modify listener.ora file

Append the following to the SID_LIST node of the file

(SID_DESC = (GLOBAL_DBNAME = orcl) (ORACLE_HOME = D:\ app\ iLife1988\ product\ 11.2.0\ dbhome_1) (SID_NAME = orcl))

Note: the red part is modified according to the installation directory of your own machine.

3. After I have finished modifying this machine, I always remind me that I can't save it and that the file has been opened somewhere else. So I saved another copy and overwrote the original file directly. After the modification is completed, it is shown in the following figure:
