Canonical has announced the official opening of the Ubuntu 18.10 (Cosmic Cuttlefish) universe, bringing some new features and improvements that have been planned for a long time but have not been put into the long-term support version of Ubuntu 18.04 (Bionic Beaver). According to the nine-month release cycle, Ubuntu 18.10 will become a new testing ground for Canonical, such as unlocking the Ubuntu desktop with a fingerprint scanner, integrating with KDE Connect Android app through GS Connect by default, a new installer, and a set of system themes.

Will Cooke wrote in his latest blog post:

Mark recently suggested that we should take a look at how to improve the desktop installer to see what has been done to move the service installer forward. This is a complex topic that takes six months to complete.

What is more exciting in Ubuntu 18.10 is a large number of optimization improvements:

better energy management, for example, shuts down HDD, USB controllers, and other unused devices by optimizing the underlying kernel options without affecting the stability of the system.

to improve media sharing and the compatibility of Ubuntu with DLNA smart devices, Canonical wants to make it easier for users to share media content directly from the desktop, or to easily create SMB sharing.

Ubuntu 18.10 also makes a number of optimizations for Snap (starting with XDG Portals support and startup time), and Canonical plans to make open source Chromium web browsers "used only as snapshots" (starting with the Cosmic Cuttlefish release).

finally, Ubuntu 18.10 will be equipped with all the major improvements in the upcoming GNOME 3.0 (which is also its default desktop environment), including improvements to the GNOME / Ubuntu graphical package manager and the deployment of Thunderbolt settings through the GNOME control center.

Ubuntu 18.10 (Cosmic Cuttlefish) is scheduled for release on October 18, 2018, and Canonical has abandoned Alpha 1, Alpha 2, and Beta 1 phases in this development cycle and replaced it with "Testing Weeks".

the first Testing Week will be available to public testers on May 21-25, 2018.
