All defined transport rules are stored in ACTIVE DIRECTORY, and each server in the organization with the mailbox role sees the entire set of defined rules and tries to match them to all messages. This allows you to define a consistent set of messaging policies throughout your organization. Technically, an unlimited number of transmission rules can be defined. However, the number of transmission rules should be balanced against server resources and delays in message delivery.

Because rules are stored in Active Directory, modifications to transport rules are subject to normal AD replication constraints. Depending on your site topology, it may take some time for your current changes to fully replicate throughout your organization.

Some students may ask whether frequent visits to the Active Directory will cause extra overhead. This brings us to a technique called "extended group caching." Transport agents and journal agents use extended group caches to apply transport rules and journal rules. Maintain a cache to minimize further queries to Active Directory. By default, the extended group cache is refreshed every four hours.

Note: In coexistence environments, transport rules are differentiated by version number and may not apply to all exchange versions.
