Upstream progress

In Kubernetes v1.17.0, if CIDR is set to less than / 16 bits, the IP allocator may report an error. This problem has been fixed in # 86534 and will be released with v1.17.1. If you haven't upgraded to v1.17.0, you can do so later.

Api-server 's bind-address has been adjusted slightly recently to listen for all available local addresses if not specified or if 0.0.0.0 or:: is used.
