China has more than 26 million 5G package users, but a large number of users do not use 5G mobile phones. As operators have announced the progress of 5G, as of February this year, the number of subscribers of China 5G package (China Mobile China Telecom) has reached 26.13 million. However, China Unicom did not disclose the users of the 5G package in its 2019 annual report and February operating data.

According to the 2019 annual reports released by the three major operators, China Mobile opened more than 50,000 5G base stations in 2019, providing 5G commercial services in 50 cities.

In other words, as of February this year, domestic shipments of 5G mobile phones totaled 21.614 million. Even if China Unicom does not include unannounced planned 5G subscribers, the total number of planned 5G subscribers of China Mobile and China Telecom has exceeded China's cumulative shipments of 5 million 5G handsets.

Apart from some 5G mobile phone users who have two 5G mobile phone cards, this means that a large number of users have applied for 5G packages, but did not buy 5G phones and use 5G to surf the Internet.
