How does the state-owned enterprise carry on the data center construction?

Recently, a technical line leader of a state-owned enterprise asked me, "Mausen, how should a state-owned enterprise like ours do the construction of China and Taiwan?"

To tell you the truth, I had never thought about this question before, and I could only give some answers from some general angles at that time. After returning home, I did some study on the party's theories and policies, and combined with my personal practice in Ali and Didi as a data center, I recorded some of my experiences:

1. The party commands the gun.

Why do we need the party to command the gun? In China's thousands of years of feudal and semi-colonial history, all the reforms beneficial to the people ended up falling short of success or beyond recognition. This is mainly because the reformers do not have the resources to resist the old forces. Our party can persist in the successful founding of the country through revolution, successfully build the country by solving difficulties, and successfully govern the country by rectifying chaos, depending on the command of the party.

For an enterprise, the gun is its technical system, and many managers with technical background see the 'Zhongtai' system that has been talked about by Ali in recent years and boasted happily by various associations of technical conference organizations. it is as if they have found a "panacea" for the upgrading and breakthrough of their own enterprise technology department.

What I want to say is that Zhongtai is actually a way of corporate governance, not only the integration of multiple technology platforms, but also the landing of Zhongtai only through the top-level design of the top management of the enterprise.

two。 Democracy and centralization represent the interests of the broadest masses of the people

Compared with other political parties, the biggest difference between our party and other political parties is that our party represents the interests of the broadest masses of the people through democratic centralism and political consultation. From this point of view, our party is not a general political party in the traditional sense. This is the source of our institutional advantage and vitality.

In many large enterprises in traditional industries with group or diversified business, it is a different atmosphere: each independent business goes its own way, seemingly democratic but scattered; at the same time, the core management is in a high position but everything is in great detail. dedication leads to a total lack of vitality and seems to respect the real interests of employees.

Alibaba, who first put forward the concept of China Taiwan, is indeed ahead of a generation of enterprises in this respect. Jack Ma, as a spiritual leader, aggregates Ali while turning senior executives into partners, which means that you are a brick of Ali's business. Contemporary Baidu did a really bad job in this respect.

Through the organizational form of China and Taiwan, the resources within the enterprise will be merged with similar items, precipitated and concentrated, while the front desk will be fully responsible for business innovation and development. And because of the centralization of China Central Station, the business barriers between the foreground have been broken, and cross-business innovation has become the norm. And the organizational form of the front desk fighting and the China Taiwan guarantee makes the technology department completely become a service department. Internet enterprises like to talk about service and user experience very much. To put it bluntly, it is to maximize the service and maximize the service group.

As a result, what comes out of the technical department is no longer an engineer tool that only Einstein can use, but an efficiency artifact that makes it impossible for all employees to do without on a daily basis. During my more than two years in charge of Didi data platform, the NPS (user satisfaction) of Didi data has been greatly increased from negative to 60%, and the number of weekly active users has been greatly increased to 6000 people per week (meaning that at least half of Didi employees will use data every week). In fact, it is also the result of the implementation of the service concept.

3. Keep pace with the times and oppose dogmatism

Mao Zedong was able to lead the party to revolutionary success. China's development over the past 70 years depends on seeking truth from facts, abstaining from empty talk, conducting personal research, keeping pace with the times, finding and solving problems.

However, at present, many enterprises that are doing digital transformation or upgrading have committed fundamentalism. When they see Huawei's technological success, they are technology-driven, and when they see Ali's advanced data experience, they are data-driven. When you see Tencent's user experience, you need to be user-driven immediately.

If you ask me, only by being problem-driven towards your own business and really solving problems is to keep pace with the times and be successful.

Let's say that Ali made several data-driven dogmatic mistakes:

In 2008, Taobao's colorful stone project reconstructed the data and technical services of Taobao and Taobao Mall, and took Taobao's group purchase transaction model offline according to data-driven thinking, because the transaction volume accounted for less than 1% of the whole network at that time. It was only then that the hundred Regiments War and the rise of Meituan came into being.

2012 is still cost-effective, because of Yan limin's corruption, car Pinjue is in charge of the business of gathering value for money, and the core idea is to let programs, algorithms and data decide the choice rather than rely on the waiter, so as to put an end to corruption. However, in terms of technology, data and algorithm conditions at that time, the category waiter was no match for the sensitive intuition of shopping trends accumulated by a great deal of experience. Juhuashuashuo has gradually become a subsidiary business under the Taobao commodity trading model.

After 2014, due to the blindness of the data, resulting in a misjudgment on the upgrading of consumption, a large number of 9.9 free deliveries were cleaned up on Taobao, contributing to the rise of Pinduo.

4. From management to governance

The third Plenary session of the 18th CPC Central Committee proposed to promote the modernization of the national governance system and governance capacity, and the fourth Plenary session of the 19th CPC Central Committee further clarified and deepened the national governance system.

From "management" to "governance", great changes have taken place in its connotation and denotation.

"Management" puts more emphasis on the top-down dimension, while "governance" has more meaning of equality and co-governance, which is the orderly participation of relevant subjects in public affairs in state and social affairs. It is the consultation and interaction of all kinds of subjects around state and social affairs.

The proposal of the concept of "governance" is itself a modern transformation, which is conducive to promoting social participation, stimulating social vitality, and better absorbing the orderly political participation of the masses.

The core goal of the middle platform construction of the enterprise is to promote the efficient coordination of various business departments in the enterprise, so as to greatly improve the business efficiency and the competitiveness of the enterprise.

In fact, the construction of business center is the governance process of enterprise business, and the construction of data center is the governance process of enterprise data. However, the construction process of landing data center in many large enterprises is still the mentality and method of Yamen-style management. data governance is the standardization of data after centralization, and it is a variety of complicated normative processes that make the data seem clean. And these processes only fall on the "wall".

Many people regard Ali's OneData as a treasure book, and many software manufacturers hold this concept to cheat, but do not realize that Ali's OneData core is to creatively upgrade pure technical multidimensional modeling methods to enterprise-level data collaboration system, so that companies can use data from top to bottom, so that data assets flow, rather than simple indicators, dimensions standardization.
