For a framework, this is a considerable commitment. But it wasn't until a few months ago that the framework was used on Linux desktops with the joint efforts of Ubuntu and Google, and Flutter lacks enough stability on Ubuntu compared to the technologies currently in use.

Even so, Canonical clearly sees the potential of Flutter. Canonical also announced last month that they are rewriting the installer with Flutter for future Ubuntu distributions.
