The reason for this error is that the environment variable OPENSSL_CONF is not set

Resolve:

C:\ Users\ admin > set OPENSSL_CONF=d:\ openssl\ OpenSSL-Win64\ bin\ openssl.cfg

2 call SSL_accept returned-1 error

Error:error:00000000:lib (0): func (0): reason (0) SSL_accept error! Code =-1, iret = 2
