When using your POP3 account, you may see the following error in Outlook 2013 / 2016. I encountered this problem in an Exchange Server 2013 environment, running Microsoft Outlook 2013 on Windows 2013 and Outlook 2016 on Windows 10 Enterprise. You may also encounter this error in other versions. "indicate that your server does not support the type of encryption you are currently using"

Task 'UserAcctName-Receiving' reported error * (0x800CCC1A): Your server does not support the connection encryption type you have specified. Try changing the encryption method. Contact your email server administrator or Internet service provider (ISP) for additional assistance.'

Where UserAcctName is the account information you provided for your POP3 account in Microsoft Outlook 2013 / 2016, not an email address.

Although there may be other solutions to this problem, one reason you may receive this error may be that your PopProxy status is set to inactive. This can happen even if you already have a POP3 account in Outlook. You can verify this by using the following command in the Exchange Management Shell

Get-ServerComponentstate-Identity Exchange2013

Exchange2013 is the name of the Exchange server. Notice the screenshot below that the status of PopProxy is set to "InActive", which may be the cause of the error in getting POP3 in Outlook.

You can make PopProxy active using the following command:

Set-ServerComponentState-Identity Exchange2013-Component PopProxy-Requester HealthAPI-State Active

After running the above command, verify that the change has occurred and that the state of the PopProxy is now active.

Get-ServerComponentstate-Identity Exchange2013

After making the above changes, simply return to Outlook 2013 Universe 2016 and perform send / receive. There is no need to restart Exchange Serer 2013 or restart Outlook. These changes take effect immediately. I hope you will not receive any more error messages in Outlook, and your POP account will work properly.
