Routers are usually needed when two computers that are not directly connected need to communicate over several networks. Routers provide a way to open paths through a mesh of connections. Such mesh networks provide redundant paths to adjust traffic load or backward links, usually with one path preferred over the other for reasons of cost, speed, or avoiding congestion. The task of routing protocols is to provide routers with the mutually shared routing information they need to establish the best path through the mesh network.

When a computer sends a packet, information is appended to it at each layer of the network protocol stack on the network. The peer protocol at the receiver can read this information. This information is similar to certain parts of a communication session. Network layer protocols attach routing information, either complete paths through a network or priority values indicating which path packets should take. The network-layer information added by the sender can only be read by the router or the network-layer protocol of the receiver. Repeaters and bridges do not recognize network layer information and can only transmit and forward packets.
