Log in using the sys user

Username/password@ library name as sysdba

D:\ Oracle11g\ app\ oracle\ product\ 11.2.0\ server\ rdbms\ admin\ utlxplan.sql

D:\ Oracle11g\ app\ oracle\ product\ 11.2.0\ server\ sqlplus\ admin\ plustrce.sql

Find the above two files

Execute under sqlplus

@ D:\ Oracle11g\ app\ oracle\ product\ 11.2.0\ server\ rdbms\ admin\ utlxplan.sql

@ D:\ Oracle11g\ app\ oracle\ product\ 11.2.0\ server\ sqlplus\ admin\ plustrce.sql

Then execute:

Grant all on plan_table to public; (can also be authorized to a single user)

Grant plustrace to public

Note that plsqldeveloper cannot use autotrace
