After more than a year of gestation and seven preparatory meetings, the "disaster Preparedness Technology Industry Alliance" jointly launched by Huawei, Beijing University of posts and Telecommunications, Zhongzhi Research Institute of International Information Technology and China Postal savings Group was formally established in Beijing on January 10. Professor Yang Yixian, chairman of the alliance and director of the National Engineering Laboratory of disaster Preparedness Technology of Beijing University of posts and Telecommunications, said at the meeting that the alliance aims to promote independent research and development of disaster preparedness technology, products and service standard system, establish testing benchmarks for technology, products and services, and constantly improve China's disaster preparedness technical service system.
Build a disaster preparedness service platform
Disaster preparedness is not only a technology, it should be promoted to the level of corporate strategy. China is lack of mature technical standards and norms in the field of disaster preparedness, so we can only learn from and refer to the relevant foreign standards. Professor Yang Yixian said: "We must have a scientific evaluation system that can evaluate the maturity of disaster preparedness technology, the service level of disaster preparedness and so on. This is also the urgent need of users."
In order to ensure the safe and stable operation of China's information system and further promote the development of disaster preparedness recovery technology and industry of our country, the National Engineering Laboratory of disaster Preparedness Technology relies on the advantages of national policy, industry technology and market resources. bringing together experts and institutions in production, learning, research, application, supervision and other related fields, we jointly build a cooperative innovation platform-disaster preparedness technology industry alliance. Focus on solving the key problems in the field of information system disaster recovery, such as test equipment, product compatibility, innovative research and development, and personnel training, and through the construction of an independent and controllable disaster preparedness technology evaluation service system, to provide a necessary guarantee for the sustainable development of China's information system.
Yang Yixian told reporters that in the gestation stage, the alliance just wants to establish a set of disaster preparedness technology evaluation service system, and provide related testing services. However, with more and more members joining and covering more and more fields, the alliance finally decided to establish an open and shared disaster preparedness service platform. to create a complete industrial chain involving production, learning, research, use and supervision with disaster preparedness as the core.
At present, there are 21 member units of the alliance, including storage manufacturers, universities, large-scale industry users and so on. Yang Yixian said: "the alliance is open, and both domestic and foreign manufacturers, product providers and service providers can apply to join the alliance."
At the founding meeting, the Alliance formally issued the Service Guide of disaster Preparedness Technology Industry Alliance (trial version), which mentioned the phased goal of the alliance: to establish a strategic planning and consulting service center of the alliance from 2015 to 2016, to form a unique market service model of "consultation opening and service delivery"; to establish alliance technology evaluation centers and set up five alliance certification and testing centers. Establish five alliance user service exchange centers, carry out technical cooperation among alliance enterprises, form an independent innovation, safe and controllable technical framework and service plan, and expand the market. Yang Yixian hopes that by 2020, the alliance can form a complete system of disaster preparedness equipment, products, technology, services and knowledge, and significantly enhance the influence of the alliance.
Sun Zhenjian, general manager of disaster preparedness solutions in Huawei data center, said Huawei will give full play to its technological advantages, complement each other with other member units in the alliance in terms of products, technology, resources, research and services, assist the disaster preparedness technology industry alliance to establish strategic planning, advisory service centers and technical evaluation centers, and promote the formulation of evaluation standards for disaster preparedness solutions in the domestic ICT industry. Provide industry users with disaster preparedness selection and evaluation, system testing, integration testing and other services, while learning from the alliance's technical standards output results to help enterprise users build a "stable, excellent and simple" data center disaster preparedness architecture. Huawei has the largest storage compatibility laboratory in Asia in Chengdu. If these ready-made resources can be used by the disaster Preparedness Technology Industry Alliance, we can certainly achieve twice the result with half the effort.
Face up to the gap
Yang Yixian said: "in foreign countries, 70% of users have deployed disaster preparedness systems, and most of them do not build disaster preparedness systems themselves, but use outsourced disaster preparedness services provided by third parties." This reflects the differences between Chinese and foreign users in disaster preparedness application level, technology maturity and culture.

When the Wenchuan earthquake occurred in 2008, the bank did not achieve national data centralization, only provincial centralization. The main reason for the difference in the application of disaster preparedness between Chinese and foreign users is still in "people". When a disaster occurs, whether to respond in time, make decisions and solve problems, and how to avoid data loss during disaster recovery drills, domestic users still have a lot of homework to do. "
Due to the consideration of business continuity and the mandatory requirements of some key industries for disaster preparedness system, the disaster preparedness awareness of domestic users has been greatly improved than in the past. Many users are already considering the establishment of dual-active data centers or the use of cloud disaster preparedness. Sun Weidong said: "in the United States, users actually do not care much about adopting a dual-live data center or two-place-three-center approach. American users only need to be able to deal with and ensure business continuity in a timely manner in the event of a disaster, and they don't care which disaster preparedness plan to take. Therefore, in the United States, the use of disaster preparedness outsourcing is more common."
In comparison, users in many domestic industries have clear requirements for the implementation of disaster preparedness, such as application-level disaster preparedness in the same city, data-level disaster preparedness in different places, and so on. Xu Zhaohui, chief engineer of China Post Group, said that in recent years, with the increasing awareness of disaster preparedness among users in the industry, there are more and more cases in which production systems and disaster preparedness system projects are launched at the same time, instead of building a production system first as before, and then build a disaster preparedness system when there is capital and demand later.
However, the traditional disaster preparedness system usually uses "active and standby", that is, a production center and a disaster preparedness center. When there is no emergency, the disaster preparedness center is idle, resulting in a waste of resources. In order to improve the utilization of resources and maximize the investment in disaster preparedness, many users begin to consider improving or upgrading the original disaster preparedness system, such as using a dual active data center to improve the utilization of resources in the data center. The biggest advantage of Shuanghuo data center is that it can make effective use of data center resources. With virtualization technology, idle resources can be integrated and the service capacity of data center can be doubled. Sometimes, during the peak trading period, the trading volume may even reach the sum of the original annual business. Sun Zhenjian said that the most important thing for enterprises in production and operation is to be able to achieve business flexibility and convergence through the architecture of the cloud data center, making the data center a tool to serve the business. After the meeting, some representatives who attended the founding meeting visited the exhibition hall of Huawei Beijing Research Institute and watched the business demonstration of Huawei's double-live data center. Huawei's Shuanghuo data center business demonstration simulates the business scenario of the financial supermarket: data center An is turned off and the bank's business data is automatically switched to data center B. during this period, the user transaction volume maintains a steady growth, and the business is not interrupted. This demonstration fully demonstrates Huawei's ability to help users achieve business sustainability through the dual-live architecture of the data center.
However, Sun Zhenjian said that in the construction of Shuanghuo data center, domestic users do not have to "swarm", but should also decide which disaster preparedness solution to adopt according to the specific application needs. Taking his customer CNPC Pipeline Bureau as an example, Sun Zhenjian said that the CNPC Pipeline Bureau first conducted a detailed study of its own application system and graded it according to its importance and requirements for data protection. The core application adopts the dual-live data center solution, the non-core business uses the active and standby data center solution, while the general application only uses the ordinary data backup method. " Core businesses that have high requirements for business continuity are more suitable for dual-live data center solutions. " Sun Zhenjian said.
Xu Zhaohui also pointed out that although some domestic users are already building double-live data centers or deploying two-place-three-center solutions, Chinese users still have a long way to go in terms of dual-live data centers.
