2.4 enter again in the terminal:

Sudo dpkg-I sogoupinyin_2.1.0.0086_amd64.deb

Install correctly:

2.5 set "Keyboard input method system" to fcitx in system setup-Language Support

Log out of the account and log in again, the "keyboard" sign appears in the upper right corner of the screen, click "Settings", check the "choose according to the current language" item in the lower left corner of the new window, click the plus sign and select the "Sogou pinyin" option to successfully add Sogou Input.
