Reconfigure can configure SERVICE_NAME, HOST, PORT, INSTANCE_NAME, SERVER (SHARED or DEDICATED), SID, GLOBAL_NAME, HS, LOAD_BALANCE, FAILOVER

Listeners modifies the listener.ora file

General parameters is configured with ADR_BASE_LISTENERNAME

Listening location is configured with address such as (ADDRESS = (PROTOCOL = TCP) (HOST = localhost) (PORT = 1521))

Database services is configured with static listening information, such as SID_LIST_LISTENERNAME, which only contains GLOBAL_DBNAME, ORACLE_HOME and SID_NAME.

Other services is also configured with static listening information, such as SID_LIST_LISTENERNAME, and also includes PROGRAM, ARGV0, ARGS, ENV
