The reason is that the service of oracle and mysql has been changed after the upgrade of the windows10 version system.

My case: since disk D is encrypted with bitlocker and cannot be accessed without entering a password after reboot, oracle was originally installed on disk D. as a result, after the upgrade, all the path information in the oracle service was modified to disk C, resulting in the failure of oracle startup.

Solution:

Modify the oracle-related services in the registry and change the path to disk D.

The registry needs to be modified in the following areas:

All child nodes in 1.HKEY_LOCAL_MACHINE\ SOFTWARE\ ORACLE\. Note: do not change the attributes on the current node.

All child nodes under 2.HKEY_LOCAL_MACHINE\ SYSTEM\ CurrentControlSet\ Services\ that begin with Orcale.
