If you upgraded from a previous version of Fedora, you are probably familiar with the dnf upgrade plugin. This is the recommended and supported way to upgrade from Fedora 30 to Fedora 31. Using this plugin allows you to easily upgrade to Fedora 31.
1. Update software and backup system
Before starting the upgrade, make sure you have the latest software installed for Fedora 30. This is especially important if you have modular software installed. The latest versions of dnf and GNOME "software" improve the upgrade process for certain modular streams. To update the software, use GNOME "Software" or enter the following command in the terminal:
sudo dnf upgrade --refresh

2. Install DNF plug-in
Next, open the terminal and enter the following command to install the plug-in:

Now that your system is up-to-date, backed up, and with the DNF plug-in installed, you can start the upgrade by using the following command in the terminal:
sudo dnf system-upgrade download --releasever=31
This command will begin downloading all upgrades to your computer locally. If you encounter problems upgrading due to lack of update packages, broken dependencies, or obsolete packages, add the ‐-permitting flag when entering the above command. This will cause DNF to remove software packages that might prevent system upgrades.
4. Restart and upgrade
After downloading the update from the above command, your system should be ready to restart. To boot the system into the upgrade process, enter the following command in the terminal:
sudo dnf system-upgrade reboot
After that, your system will restart. Before many releases, the fedup tool created a new option on the kernel selection/boot page. Using the dnf-plugin-system-upgrade package, your system will reboot to the kernel currently used by Fedora 30. That's normal. Shortly after the kernel selection page, your system will begin the upgrade process.
