That is, when server talks to client, Filezilla products use UTF-8 as soon as they come up, unless the other party shouts UTF8 OFF; and most other ftp products talk in local code first, unless the other person says UTF8 ON. So, when Filezilla talks to other software, one speaks UTF8, the other uses local coding, and no one communicates whether UTF8 is on or off, so there is garbled!
