First, different characteristics

On the whole, according to their own actual situation, local governments have formed the following three kinds of development plans:

1. Leading type.

Represented by Beijing, Guangdong and Jiangsu, these three places have set clear development goals in terms of key technologies, advanced products and the construction of industrial ecosystems by virtue of their strong economic, scientific, technological and human resources. Of the 37 provinces and cities, 20 clearly put forward the development orientation of big data, accounting for 71%.

It can be seen that most cities regard "industrial centers / highlands" and "application demonstration centers" as their development goals. after all, economic development is the last word, and big data has sufficient motivation to act as one of the engines of local economic growth.

The industrial scale target of big data set by 14 provinces and cities will reach 2.84 trillion in 2020, including 1 trillion in Jiangsu, 600 billion in Guangdong, and 100 billion in Beijing and Shanghai. Guizhou, as an underdeveloped province in the west, has firmly seized the opportunity brought by big data industry in recent years, and formed a unique industrial development model, which is expected to reach 450 billion by 2020, which is very high in the whole country.

4. Big data management organizations in various places

Since 2014, a total of 17 provinces and cities have set up big data management agencies to promote big data-related work, integrate provincial and municipal resources at all levels, and guide the development of local big data industry. Guangdong and Guizhou are in the forefront, but there is no similar organization in Jiangsu, which is somewhat unexpected.

1. Accelerate the process of data center consolidation.

More than 90% of provinces and cities have proposed the overall construction of government and industry data centers, hoping to speed up the construction of data centers and industrial service platform clusters, promote the co-construction, sharing and interconnection of infrastructure among government departments, and guide the optimal layout of local data centers. push the data center to large-scale, characteristic, intensive and green development.

2. Accelerate data sharing, opening and circulation

The outline clearly proposes to build a unified and open platform for national government data by the end of 2018, and by the end of 2020, we will gradually open government data sets in areas related to people's livelihood security services, such as credit, transportation, medical care, health, employment, social security, geography, culture, science and technology, environment, finance, and enterprise registration and supervision. The main measures of data circulation taken by local governments are as follows.

Through the analysis of the development planning documents of big data in 37 provinces and cities, we can see that data sharing among government departments, openness of public data resources, security and macro-control are the most concerned areas of government governance. 78%, 70%, 49% and 46% of the documents were mentioned respectively.

4. Promote the application of big data in people's livelihood service.

With the improvement of the level of economic development and the accelerated advent of an aging society, 20, 20, 18 and 15 provinces and cities respectively put forward big data applications in the fields of health care, transportation and tourism, culture and education and social security, accounting for 54%, 54%, 49% and 41% of the total statistics respectively.

5. Promote the application of big data in traditional fields.

Industry is still the most concerned application field of big data, and industrial big data is mentioned in 23 of the 37 provinces and cities, accounting for 62%. Big data is applied to the whole life cycle of products such as industrial R & D and design, manufacturing, operation and management, marketing, after-sales service, and the whole process of the industrial chain, and has become an important means to promote intelligent manufacturing.

6. Build a supporting platform

All localities are actively building big data's industrial ecosystem, and 28 provinces and cities have proposed to build collaborative innovation platforms, public service platforms and technological research platforms, accounting for 75% of the total number of documents released. 26 of the 37 provinces and cities have proposed to vigorously build the big data industrial chain in the next few years, accounting for 70% of the total.
