To modify this setting on Windows XP:

1. Click Start → Run, type: gpedit.msc, and click OK to see the Group Policy window in Figure 1.

Under Computer Configuration, click Management Template-Network-QoS Packet Scheduler in turn; then find the item "Limit Reserved Bandwidth" on the right side of the window, and right-click the item; in the pop-up menu, click "Properties" to see the "Limit Reserved Bandwidth Properties" window shown in Figure 2.

3. In the Settings tab we can see that Windows XP default Bandwidth Limit is 20%. Change it to 0 or a smaller number such as 5%, click the "Enabled" radio button, and then click the [OK] button to save the new settings to the computer.

Release the 20% system bandwidth hidden in XP system, not only can we make full use of resources, achieve system optimization, but also can quickly improve our Internet speed.
