1. Click Start → Run, type: gpedit.msc, and click OK to see the Group Policy window in Figure 1.

3. In the Settings tab we can see that Windows XP default Bandwidth Limit is 20%. Change it to 0 or a smaller number such as 5%, click the "Enabled" radio button, and then click the [OK] button to save the new settings to the computer.
