NB-IoT only supports Acknowledgement Mode (AM) of RLC sublayer, and does not support Unacknowledged Mode (UM).

For UEs supporting UP mode, NB-IoT supports RRC re-establishment, and RRC connection can be restored through RRC re-establishment procedure after radio link failure (RLF). For UE supporting CP mode, NB-IoT does not support RRC re-establishment. When RLF occurs, UE enters idle state without RRC re-establishment procedure.

Under RLC CAM, NB-IoT has ARQ functionality, if RLC reception finds an RLC PDU missing, it notifies the RLC of the sender to retransmit the PDU. Because RLC PDC contains sequence number information, it supports sequential or out-of-order delivery of data to higher layers. RLC AM is a standard mode for packet data transmission, primarily concerned with error-free transmission of data such as the World Wide Web (WWW) and e-mail downloads.

The RLC sublayer mainly serves the following functions:

1. transmitting upper PDC;

2. Error correction via ARQ;

3. Concatenation, segmentation and reassembly of RLC SDU;

4. Data re-segmentation of RLC PDUs;

5. Data reordering of RLC PDUs;

6. Repeat testing;

7. Protocol error detection;

8. RLC SDU discard;

9. RLC re-establishment function. RLC re-establishment function is not supported in CP mode.
