Find and comment this line with #: PermitRootLogin prohibit-password

Add a new line: PermitRootLogin yes

Restart the service

# sudo service ssh restart

Allow root login, set to yes.

PermitRootLogin prohibit-password

Allow root login, but prohibit root login with password
