Preupgrade claims to provide seamless upgrades to the system, and currently supports upgrades for F7 F8-> F9. You must use version 0.9.3-3 under Fedora 8 to see the Fedora 9 installation, which is now included in the official Fedora 8 installation source, so you can install it directly with yum.
