Looking at the local machine and the target machine, you can see that the target machine is actively connected to port 3333 of the local machine, thus bypassing the firewall on the target machine.

Even if the firewall on the target machine blocks port 3389, because the target machine is actively connected to the local machine, it penetrates the firewall.
