The lawsuit was filed by Russian search engine Yandex. Yandex said: "Many people think Android is an open platform, but in fact Android devices must use Google Play app store and closed API. In order to install Google Play on a device, the device manufacturer must pre-install the entire Google GMS(Google Mobile Services) and set Google as the default search engine. "

Last September, FAS ruled that Google violated the law by preloading search and other apps on mobile devices. FAS said Google has always allowed Android phone manufacturers to use Google Play Store, but in exchange, mobile phone manufacturers must pre-install Google services in their products, including search, Google Maps, etc., which is not conducive to third-party applications running in Android operating system.

Google subsequently appealed the FAS ruling. In March, the Moscow Arbitration court rejected Google's appeal, finding that Google violated antitrust laws by requiring Android phone makers to pre-install services such as Google Search and Google Maps.

The FAS spokesperson said the fine was based on Google Play sales in Russia. FAS can fine Google up to 15 percent of its 2014 Russian mobile app revenue, but the spokesman did not disclose the exact percentage of the fine.

In response, Google said in a statement that it had received a fine notice from FAS. Google will study the ticket carefully before taking further steps.

FAS has also asked Google to adjust its contracts with Android device manufacturers. Google has raised the above, and the next hearing will be held on August 16. FAS said it would continue negotiations with Google to reach an amicable settlement. But Google has 60 days to pay the $6.75 million fine.

In April, the European Union also accused Google of abusing its dominant position in the European mobile market by placing unfair restrictions on Android device makers and network operators. Google later responded that the Android business model allowed phone manufacturers to keep costs low while giving consumers unprecedented control over their devices.
