Recently, our bureau organized relevant units to investigate the situation of undocumented websites in the country and found that access to undocumented websites generally exists in access service enterprises. In order to further implement the notice of the Ministry of Industry and Information Technology on carrying out Special Action on Internet basic Management (Ministry of Industry and Information Technology Trust Management letter (2016) No. 485), and to strengthen website management, the notice on further cracking down on undocumented websites is as follows:

I. all communications administrations shall immediately organize territorial access service enterprises (including cross-regional access service enterprises) to carry out self-inspection and self-correction, and require them to immediately stop providing Internet access services (including accelerated services) for undocumented websites. At the same time, all communications administrations should increase the penalties for undocumented access, and "zero tolerance" for undocumented access to websites.

2. Our bureau will issue a list of undocumented websites on a regular basis. Please access the communications administration bureau where the service enterprise is located to assist in investigation and handling. For verified undocumented access websites (including those providing accelerated services for undocumented websites), penalties shall be imposed in accordance with the measures for the Administration of non-operating Internet Information Services (former decree No. 33 of the Ministry of Information Industry). In the process of verifying undocumented access to the website, if it is found that the IP address of the access service enterprise has not been reported and changed in accordance with the requirements, it shall be punished according to the measures for the Administration of Internet IP address filing (former decree No. 34 of the Ministry of Information Industry). Please report the relevant punishment results to our bureau in time, and our bureau will announce the punishment of the service enterprises on the ministry's website.
