Because there is no record in the table, there is no record of segment space, so you can manually allocate a space to these tables:

Alter table USERS allocate extent (size 64k)

For tables that have been created but do not yet have a Segment, you can execute alter table XXX allocate extent to create a Segment, or you can insert a piece of data to create a Segment

The final solution: first query which tables are empty:

Select table_name from user_tables where NUM_ROWS=0

Let's generate the modification statement through select:

Select 'alter table' | | table_name | | 'allocate extent;' from user_tables where num_rows=0

Then select the column header to copy the generated modification statement to execute, and the problem is solved.
