3. If, after assigning owner permissions, I find that the person's option is that there is no group I own in the group, I need to change the default administrative rights policy in ECP and check the distribution group shown in the figure.

PS: if you do not want to change the default permission policy, you can create a new policy and assign the new administrative policy under the mailbox account to which the owner permission is assigned. Can achieve the same effect as above.
