Create a new SAP WebIDE extension based on the following template, which is also a MTA project:

Enter the Neo environment, create a new HTTP Destination, and maintain the url as the Application route url you just copied:
WebIDE only parses the Destination created in the Neo environment, and here two additional attributes, WebIDEEnabled and WebIDEUsage, are maintained for Destination:
When everything is ready, you can search for our deployed WebIDE extension in the Extensions menu of Workspace preference.
