Replace SQLNET.AUTHENTICATION_SERVICES=(NONE) with:

SQLNET.AUTHENTICATION_SERVICES=(ALL);

Note that the authentication methods of both nodes need to be modified. Finally, the database can be re-established through dbca. The database status after success is shown in the following figure:
