The following information outlines the preliminary planning considerations that need to be considered when activating using key Management Services (KMS) involving Windows Server 2016. For information about KMS activation for the operating system in question that is earlier than the operating system listed here, see step 1: view and select the activation method.
KMS uses client-server mode to activate the client. The KMS client connects to a KMS server (called the KMS host) for activation. The KMS host must be on the local network.
The KMS host does not have to be a dedicated server, KMS can share a host with other services. You can run KMS hosts on any physical or virtual system running Windows 10, Windows Server 2016, Windows Server 2012 R2, Windows 8.1, or Windows Server 2012.
KMS hosts running on Windows10 or Windows 8.1 can only activate computers running client operating systems. The following table summarizes the network requirements for KMS hosts and clients, including Windows Server 2016 and Windows 10 clients.
The product key group KMS can be hosted on the note that the KMS server may need to be updated to support activation of these newer clients. You may need to install one or more of these updates, depending on the operating system the KMS server is running and the operating system you want to activate.
The KMS installation on Windows 7 or Windows Server 2008 R2 must be updated to support activation of clients running Windows 10. For more information, see updates that enable Windows 7 and Windows Server 2008 R2 KMS hosts to activate Windows 10.
The KMS installation on Windows Server 2012 must be updated to support activation of clients running Windows 10 and Windows Server 2016 or later client or server operating systems. For more information, see the July 2016 update summary for Windows Server 2012.
The KMS installation on Windows 8.1 or Windows Server 2012 R2 must be updated to support activation of clients running Windows 10 and Windows Server 2016 or later client or server operating systems. For more information, see the July 2016 update summary for Windows 8.1 and Windows Server 2012 R2.
Windows Server 2008 R2 cannot be updated to support activation of clients running Windows Server 2016 or later operating systems.
An KMS host can support an unlimited number of KMS clients. If the number of clients exceeds 50, we recommend that you prepare at least two KMS hosts in case one of the KMS hosts is unavailable. Most organizational units run two KMS hosts to meet the needs of the entire infrastructure.
Meet the operational requirements of KMS
KMS can activate both physical and virtual computers, but to activate using KMS, the minimum number of computers in the network must be met (called the activation threshold). The KMS client is activated only after this threshold has been reached. To ensure that the activation threshold is reached, the KMS host calculates the number of computers in the network that request activation.
The KMS host calculates the number of recent connections. When the client or server contacts the KMS host, the host adds the computer ID to its count and returns the current count value in its response. The client or server is activated when the count is high enough. A count of 25 or higher activates the client. When the count is 5 or greater, the server and bulk Microsoft Office products are activated. KMS only counts unique connections in the past 30 days and stores only 50 up-to-date contacts.
The period of validity of KMS activation is 180 days, which is called activation effective interval. To remain active, KMS clients must connect to KMS hosts at least once every 180 days to renew their activation. By default, KMS client computers try to activate renewal every 7 days. After the client's activation renewal, the activation validity period will be re-calculated.
Meet the functional requirements of KMS
KMS activation requires a TCP/IP connection. KMS hosts and clients are configured to use the Domain name system (DNS) by default. By default, KMS hosts use DNS dynamic updates to automatically publish the information needed by KMS clients to find and connect hosts. You can accept these default settings; if there are special network and security configuration requirements, you can manually configure KMS hosts and clients.
After the first KMS host is activated, the KMS key used on the first host can be used to activate up to 5 other KMS hosts on the network. After the KMS host is activated, the administrator can reactivate the same host up to 9 times using the same key.
If your organizational unit needs more than 6 KMS hosts, you should request more activation times for the organizational unit's KMS key-for example, if a volume license agreement covers 10 physical locations and you want a local KMS host for each location.

By default, computers running volume licensed versions of Windows 10, Windows Server 2016, Windows 8.1, Windows Server 2012 R2, Windows Server 2012, Windows 7, Windows Server 2008 R2 are KMS clients that do not require additional configuration.
