WordPress's Media library manager can only choose to upload files from the client. Dion Hulse has developed an Add From Server plug-in that supports directly selecting existing files from the server and importing them into the media library. You can download and install it from Add From Server, or you can install it online in the WP background:

Activate after successful installation, you can see an extra Add From Server under the Media menu, you can browse any folder in the site, select the target file, and click Import to import.

Note:

This plug-in only supports WP 2.8.5 or later

This plug-in import operation does not move or copy the original file, but only adds a record in Media and references the past

If you delete the record of the imported file in Library, the corresponding physical file is not deleted. Maybe the author assumes that since it is a reference from Import, then deletion cannot delete the physical file, but sometimes we really wish we had deleted the file, and it would be better if we had an option.
