First of all, open the command line window as an administrator, note that it is an administrator, otherwise you do not have permission to access it. Then enter the command "tasklist | findstr" mysql "" to find the residual process of mysql. Sure enough, there is a residual process of mysql, so it's no wonder that the MySQL service is being started or stopped all the time, and all you have to do is kill the MySQL process. After that, enter the command "taskkill/f / t / im mysqld.exe" to kill all the mysql residual processes. Enter the command "tasklist | findstr" mysql "" again to see if there are any other mysql residual processes left, and if so, continue to kill until the process is completely killed, as shown in the following figure.

When the mysql residue process is complete, we can start the MySQL service normally, as shown in the following figure. It is important to note that you still want to enter the command line window as an administrator at this time.

From the image above, we can see that the database can be accessed smoothly at this time. If you are worried, you can continue to test, stop the MySQL service, and then try to start and access again, as shown in the following figure.
