My computer-- > Properties-- > Advanced-- > the variable value of the environment variable Path is added:% SystemRoot%\ system32 (separated by ";")

Note:

(1) it is best to open the CMD command line as an administrator.

(2) after the modification is completed, you need to reopen the cmd command line, otherwise it will not take effect.

(3) it works when "% SystemRoot%\ system32" works.

C:\ Users\ Administrator > net start mysql

The MySQL service is starting.

The MySQL service has started successfully.
