Bid opening shall be carried out in public at the same time as the deadline for the submission of bid documents as determined in the tender documents, and the place of bid opening shall be the place specified in the tender documents.

Bid opening shall be presided over by the tenderer, and all bidders shall be invited to participate. At the time of bid opening, the bidder or the elected representative shall check the sealing of the bid documents, and may also be inspected and notarized by the notary entrusted by the bidder; after confirmation, the staff shall unseal and read out the name of the bidder, the bid price and other main contents of the bid documents in public.

At the time of bid opening, the tenderer shall not accept the bid documents under any of the following circumstances:

Failing to seal in accordance with the requirements of the bidding documents

Late service or failure to deliver to the designated place.

If the bid documents are in any of the following circumstances, they shall be disposed of as invalid bids after the first examination by the bid evaluation committee:

The name or organizational structure of the bidder is inconsistent with that of the prequalification.

Failing to fill in the prescribed format, incomplete content or illegible key handwriting

Failing to submit a bid bond in accordance with the requirements of the bidding documents

Without the seal of the unit and without the signature or seal of the legal representative or the agent authorized by the legal representative.

The bidder submits two or more bid documents with different contents, or has two or more quotations for the same tender project in one bid document, and does not declare which one is valid, except where an alternative bidding scheme is submitted in accordance with the provisions of the tender documents.

The consortium's bid is not accompanied by a joint bidding agreement between the parties to the consortium.

Bid evaluation experts shall meet the following conditions:

Familiar with the laws and regulations related to tendering and bidding, and have practical experience related to bidding projects

Worked in related field for at least eight years and have senior professional title or equivalent professional level

Ability to perform duties conscientiously, impartially, honestly and incorruptly.
