Modify user permissions:

Third, user name + password login

[H3C] local-user R1

[H3C-luser-test] password simple 123

[H3C-luser-test] service-type telnet

[H3C] user-interfacevty 0 4

[H3C-ui-vty0-4] authentication-mode scheme

[H3C-ui-vty0-4] user-role network-admin
