In 1998, China Internet Network Information Center (CNNIC) began the research and development of Chinese domain name technology, which opened the prelude to the integration of Chinese characters into the root domain name system of the Internet. In 1999, the former Ministry of Information Industry formally commissioned CNNIC to develop the Chinese domain name system.

On January 18, 2000, CNNIC launched a pilot Chinese domain name registration system.

On May 20, 2000, CNNIC, TWNIC, HKNIC and MONIC launched the Chinese Domain name Coordination Federation (CDNC) in Beijing to coordinate the scientific research forces of the four places on both sides of the strait and promote the technology and policy research of Chinese domain names internationally. In July, the China-Japan-Korea Internet Information Center CNNIC, JPNIC, TWNIC and KRNIC launched the multilingual Domain name Joint Engineering Group JET (Joint Engineer Team) in Yokohama, Japan, to coordinate the formulation of technical standards and management norms for Chinese character domain names in China, Japan and South Korea.

On November 1 of the same year, CNNIC issued the measures for the Administration of Chinese Domain name Registration (for trial implementation) and the measures for dispute Resolution of Chinese Domain names (for trial implementation), and entrusted the China International Economic and Trade Arbitration Commission to establish a Chinese domain name dispute resolution body. On November 7, the former Ministry of Information Industry issued the Circular on the Management of Chinese Domain names on the Internet, standardizing the registration service and management of Chinese domain names in China, and supporting the technical research of Chinese domain names.

In September 2002, when revising the measures for the Administration of Chinese Internet Domain names, the former Ministry of Information Industry made it clear for the first time that "Chinese domain names are an important part of China's domain name system." the Ministry of Information Industry encourages and supports the technical research and gradual promotion and application of Chinese domain name system.

On March 8, 2003, IETF, which is responsible for the formulation of global Internet standards, announced three standards related to multilingual domain names (RFC3490, RFC3491, RFC3492), and the technical standards for multilingual domain names were finalized. On June 20th, ICANN, the Internet name and number assignment agency, signed the guidelines for the implementation of multilingual domain names, which is a global Internet policy principle and marks the official launch of multilingual domain names around the world.

On April 14, 2004, IETF issued the "China, Japan and South Korea multilingual Domain name Registration Standard" drafted by JET, numbered RFC3743. Qian Hualin, a researcher at the Chinese Academy of Sciences, is one of the authors. RFC3743 mainly solves the problem of equivalence of simplified and traditional Chinese characters in multilingual domain names.

On April 11, 2005, the Ministry of Industry and Information Technology approved the China Internet Network Information Center (CNNIC) as three Chinese top-level domain name registrations.
