1.3 legal analysis
At present, there is no legislation related to artificial intelligence in China. Although artificial intelligence still has a long way to go for the reform of the law, this kind of reform which has been initiated has been paid attention to by the academic and industry.
On January 6, the first national academic seminar on "artificial Intelligence and the Future Rule of Law" was held at Northwestern University of political Science and Law. Experts attending the meeting believe that in the foreseeable future, artificial intelligence will not be able to provide legal services without human beings, but will more likely assist people to complete part of the auxiliary work.
Looking to the future, the legal construction of artificial intelligence will involve personality rights, intellectual property rights, property rights, tort liability identification, legal subject status and so on.

According to IDC's "Global White Paper on artificial Intelligence", it is estimated that the global expenditure on artificial intelligence will reach 275.8 billion yuan by 2020.

By 2020, China's expenditure on artificial intelligence technology will reach 32.5 billion, with a five-year compound growth rate of 32.8%, accounting for about 12% of the total global expenditure.

4. Technical factors
The technical level of artificial intelligence in China is the first echelon in the world. Overall, China's technological level is slightly lower than that of the United States, but the speed of catch-up is faster.
The leading technologies in the world in China include speech recognition, visual recognition, machine translation, Chinese information processing and so on.

In terms of basic disciplines, China has achieved rapid growth in artificial intelligence papers in the past two decades: the number of papers published has increased from more than 1000 in 1997 to more than 37000 in 2017, and the proportion of papers in the field of artificial intelligence is also increasing.

As of 2017, the number of artificial intelligence talents in China reached 18232, accounting for 8.9% of the world's total, second only to the United States (13.9%).

As of June 2017, there were a total of 2617 artificial intelligence start-ups worldwide. The United States ranks first with 1078 companies, followed by Britain, Israel, Canada and other countries.
Of these, 1078 AI start-ups in the US have about 78700 employees, while Chinese companies have about 39200 employees, only 50 per cent of those in the US.
American artificial intelligence start-ups are mainly composed of 10-10 and 10-50 teams, which have a total of 759 small teams, accounting for 70.41% of the total number of AI start-ups in the United States.
Chinese artificial intelligence start-ups mainly have a team of 10 to 50 people, with a total of 384, accounting for 64.86% of the country's total.
