After an individual has generated a public-private key pair, the public key and personally identifiable information are sent to the CA organization. The CA agency will verify the identity of the applicant to ensure that the identity information is not incorrect. A digital certificate is then issued with the public key and personal identification information. This digital certificate can be identified as an ID card on the network because it is bundled with public key and personal information.

Users use digital certificates to communicate with each other on the Internet, because their identities have been identified by CA institutions, so as long as they use digital certificates for signature verification, they can really identify the true identities of both sides of the communication. At the same time, digital certificates can also have real legal effect.
