At the beginning, I want to solve the problem at the system level by giving inherited permissions to specific user directories through setfacl, but the final file permissions of the newly created files are still inaccessible. In the end, it is not necessarily the best to find information and find a solution.

Other programs first create an empty file, and as long as the other user is given rw permission (gpadmin users can operate it), the data exported by gpfdist through the external table will be written to the file in the form of appended data, so that other programs can access the file.
