This is why for a long time in the past, the government and state-owned enterprise customers with a large user base can only stay with Windows 7, Windows XP, or even lower versions. In such a situation, there are two major hidden dangers for users:

2, low productivity, Microsoft's software, hardware, the core of all product design is to improve productivity. Windows10 is by far the most efficient operating system in the office, but Chinese government users do not have access to Windows10.

Based on the current situation of the Chinese government, in order to be able to enter the Chinese government procurement catalogue, Microsoft reached an intention to cooperate with China Electronic Technology Group during the Sino-US Internet Conference in September 2015. After that, a joint venture company, SinoCom, was formally established in September 2016, which is 51% controlled by China Electronic Technology Group. Microsoft holding 49%, the joint venture is committed to developing a secure and controllable operating system in line with China's information strategy, configuring, deploying and maintaining localized Windows 10 for users in the professional areas of Chinese government agencies and state-owned enterprises in key infrastructure. After more than a year of efforts, the government version of Windows 10 was officially launched on the evening of May 23. Windows 10 subverts the activation and patch update mode of the traditional system. At present, it is the first Windows system that can realize local activation, patch update and upgrade. (the activation server and patch update server are located in the IDC computer room of China Netletter Company, and it is no longer necessary to connect to Microsoft for activation, update and upgrade). At present, it has established extensive contact with the central government, local government and state-owned enterprises. And selected China Customs, Shanghai Economic and Information Commission and Satellite TV Tong three institutions as pilot, the number of pilot is about 100000.

The government has special secrecy requirements for data, so Windows 10 China Internet version removes cloud services and leaves data in China. Chinese companies are responsible for the encryption module, not Microsoft.-after this series of modifications, Windows 10 has fully met the requirements of the Chinese government. In addition, Shenzhou Netletter is responsible for the deployment and upgrading of the entire system and all services related to the system.

It is understood that China Netletter will also cooperate with Lenovo to launch PC products pre-installed with the Chinese government version of Windows10, and Lenovo will also become the first OEM manufacturer to pre-install the system. After Lenovo, it will also expand the scope of cooperation to serve more Chinese government users.
